Rule 1
All franchise owners shall bring $20.00 to the draft on September 5, at 2:00 PM to
pay the commissioner for the cost of setting up and maintaining the league for the season.
Owners shall pay $2.50 for each roster acquisition throughout the season.
Rule 2
The draft shall consist of 16 rounds. The selecting order shall be determined by random
drawing, and the order shall be reversed for the even-numbered rounds. On his turn, owner
may choose players from any position. Each franchise owner shall select:
2 quarterbacks, 3 running backs, 3 wide receivers, 2 tight ends, 2 place kickers, 2
defense/special team, and 2 wild cards.
These numbers are to be considered the minimum required, and must be maintained on the
roster throughout the season. Players are eligible to play at any position at which they
are listed by their NFL team (though not more than one position at a time).
Rule 3
Each franchise owner shall submit a starting lineup (in writing) of 1 quarterback, 2
running backs, 2 wide receivers, 1 tight end, 1 place kicker and one defense/special team
to the league commissioner prior to 7:00 AM on the day of the first NFL game of the week
(sometimes as early as Thursday or Saturday). If no lineup is submitted, it shall be
assumed to be the same as the previous week's lineup.
Rule 4
The scoring of individual players and defense/special teams shall be per the agreed upon
scoring system.
Rule 5
If two or more franchises wish to trade players, they may do so. A trade becomes official
when all parties involved have contacted the commissioner and verified the terms of the
deal. All trades shall be subject to commissioner approval for the good of the league. No
trades will be allowed that are done with the intention of weakening a team.
Rule 6
After week 12, no trades between FLFL teams will be allowed. Any player waived from an
FLFL roster after week 12 will ineligible to be drafted by any other team.
Rule 7
If a player isn't on a fantasy team, he is considered to be an available free agent. The
worst teams have the first dibs (limit of one per team) on available free agents until
noon on Wednesday. After noon on Wednesday, it's first-come, first-served until 7:00 AM on
the day of the first NFL game of the week.
Any player waived by an FLFL team will not be available to be drafted by another FLFL team
until the following Sunday, when the transaction reports are distributed to the League. At
that time, all usual transaction request procedures will occur.
No more than 16 active players and 2 injured players will be allowed on the FLFL roster at
one time.
Rule 8
A player must be listed by the NFL (as found on the injury report at http://www.nfl.com) as out, doubtful or questionable in
order to be placed on the FLFL injured reserve (IR). As soon as that player's status
improves beyond questionable (by the NFL), he must be removed from the FLFL IR.
Rule 9
The schedule and conference/division alignments shall be prepared by the league
commissioner. The teams shall play a 15 week season with the Superbowl being contested on
week 16 by the one team in each division holding the best wins/loss record. First place
ties within a division will be broken by (1) win/loss record within the division and (2)
overall points scored.
Rule 10
The Toiletbowl trophy shall be awarded to the team, in either division, with the lowest
overall points.
Rule 11
A Pro Bowl (division against division) shall be played week 17, comprised of the best
players from each division. The team shall consist of at least one player from each team
in that division. No awards will be given for the Pro Bowl. The awards ceremony for the
season shall follow the Pro Bowl.
Rule 12
The league commissioner shall prepare reports weekly and distribute them (via e-mail, fax
or web site) in a timely manner to all franchise owners. If reports aren't distributed in
a timely fashion, owner may whine until he is satisfied.
Rule 13
Rules may not be changed during the season. A meeting for the purpose of assessing and
revising the rules and scoring system will be held in 1999.
Rule 14
Owners will gather together to watch Monday Night Football with the owner of the team
against which they are playing that week. Two or three sets of opposing owners will meet
at one of the homes. Owners will determine what to bring to the meal.
